It means, that when it goes into effect, Ohio will recognize an Indiana LTCH.

I would suggest printing out a highly contrasting sign and keeping it in your car when traveling there. If pulled over, have it taped to your window so the officer sees it on his approach: Have it read,

"DRIVER IS LAWFULLY ARMED.
THIS NOTICE SERVES AS
INFORMATION TO THE OFFICER."​

Not too wordy, and unmistakably obvious.
