    just end all the BS, and convince him to get a long gun. he's not going to carry it, so why have an anemic handgun in a situation where a shotgun or rifle will be WAY more effective? this solution would also put an end to the necessity of a LTCH. having a long gun instead would also alleviate any concerns about transporting it.

    Where does he live? I shoot at least once per week, and I haven't been to a range in almost 2 years now. It's quite possible that he won't need to go to a range to become proficient with his handgun.

    That said, there isn't really a downside to getting the LTCH. Especially for someone who was in the military, so everything about him is "on record" anyway.
