    Life jacket required, period. About 25 years ago several buddies and I were shooting carp in a flooded field. The water probably wasn't more than 2.5' deep and we were using our canoes to get around in the field. We were probably 50 to 80 yards off of the creek out in the field. We saw the CO stop on the road and get his binoculars out and watch us. After a while, he motioned us over to the road and we paddled up to oblige him. He asked what we were doing, though it seemed obvious since we had bows and were standing up in canoes. Shoot'in carp, we told him. He said, you do know that a life jacket is required in a boat on State waters,.....and proceeded to write us all tickets. We argued that we were not on State waters, we were in farmer so-and-so's field. His response was simple, "Nope, your not, have a nice day." We were definitely "cabrewing" at the time as well. That wasn't an issue with him.
