So... Looking at their ratings:

1) Indy eats a lot of meat, and doesn't toe the line with the CDC
2) Lots of heart attacks
3) We don't waste a lot of $$$ on "public recreation" stuff, but still manage to be pretty close to a park of some kind.

Seems like most of their ranking is based on public funding amounts. Since we also rank LOW in debt, this sounds like our priorities are straight.
