Grenade launching blank?
That is a 7.62 x 51 blank called an M82. It was designed for use in the M60 machine gun because the star crimped blanks had a bad tendency to jam in the M60.
It was not designed to fire grenades. The double tapered, bottle nose neck is what identifies the M82.
I have a few hundred of these in belts on M13 links.

I had such a belt as a kid, painstakingly put together from blank casings and links collected while hiking through training areas on Camp Pendleton. It did lend an element of instant badassery during the neighborhood war games.I would agree. I had a large belt of those same M60 machine gun blanks displayed for quite some time.
