I'm about to send in my GSSF application. Does this work for non LEO's? Do all reputable Indiana shops allow the discount or have some proven to be difficult?

No Leo required, I am not. You can call GSSF to get a list of dealers registered to provide your firearm. I went to 21st Century and they were not currently a GSSF dealer but signed up and honored my membership. +1 for 21st Century, love those guys!
