    I would venture the guess that the term is used to differentiate between the criminal and the "shooter(s)" on a SWAT/tactical team.

    It's technically an incorrect term which could get a carrier who happens to be a bystander in a pickle once LE arrive.

    Personally, I think the terms "active killer" would be more appropriate as to differentiate between the two categories of armed person(s) in such an incident.

    Active shooter = actively shooting. Simple enough, really, the shooter is currently in the process of killing people.

    This is contrasted against, say a murder suspect who is now barricaded but is no longer actively engaged in murder.

    The tactics for dealing with them are quite different.
