Not a bad idea, but can you imagine the bureaucratic nightmare?!
I get the impression that most people just don't give a damn how they drive. "If you don't like the way I drive, get off the sidewalk" kind of attitude.

Like they say...you just can't fix stupid!

I got my truck totaled just before the holidays. Some high school kid texting tried to shove a Caviler up my tail pipe. Both were a total loss but no injuries.
