    In a situation like this, using the term civilian is the easiest way to differentiate between suspects and non suspects. We don't refer to ourselves as non-civilians. There are officers, suspects and civilians. Makes communication easier.

    That makes a little more sense and, in this context, it makes perfect sense.

    I just re-read my previous reply and it comes off a little as LEO-hating, but that's far from the truth.
