What's the laws with reselling factory loaded ammunition?

Hey kind of got into an agreement with some guy on Facebook about this and wanted a little clarification. I am under the understanding that resell as much factory ammo as you please, like what's happening with .22lr. And that you must be licensed to manufacture and sell reloaded ammunition only. Am I wrong, enlighten me please!

You are correct, though if you are reselling for a profit, you are liable for taxes on the gains. At some point if you are making a business of it you would need a retail license and collect sales tax as well.

Thanks for the input, It'd be different if we had to fill out a 4473 when buying ammo, but we don't and thats the main reason I thought I was right.
