That sounds nice and I wouldn't mind shooting it, but I had a budget build scoped gun in mind for the 20". Something to play around with, not a "go to war" build.

You are looking at this wrong. Any build can be a "go to war" build. I'm looking to win the war if I have to go. 1st place in a war might be expensive, but second place doesn't pay much.
