Sell or Give a pistol to an out of state family member

If I understand the earlier threads, selling a handgun to a family member who lives out of state (KY in this case) requires an FFL transfer. Is a "gift" considered to be the same class of transfer? If so, does it matter if we transfer in IN or KY (handgun currently "resides" in IN)? The person is known to not be "prohibited." Basically, I want to give my sister a pistol legally.

AFAIK, yes.

If the handgun is crossing state lines, the transfer needs to be done through a dealer in the state where the recipient resides.
