Reporting neglected dogs in Bluffton, IN?

Who would one call to report (and hopefully to have investigated) 2 neglected dogs in Bluffton, IN?

BPD? Wells Co. animal shelter?

Can this be done anonymously?

Call your which ever law enforcement agency that services the specific area the dogs live in and report it. Call the non emergency dispatch number and when they ask for your info just tell them you want to remain anonymous.

Most departments have an animal control officer who takes care of these things.

I would start with the animal shelter or the sheriff's department. Either of them should be able to assist or direct you to the right agency.
