I was shooting at Atterbury last year and the guy next to me asked to borrow a small screw drive. I looked at his revolver and it looked like it had been drug behind a car! He said he'd just gotten it back back form the police; it had been stolen the year before. I guess they don't treat guns as carefully as I do mine.
Perhaps the damage was done by whoever stole the firearm?

Yes, the criminals will not treat your gun as well as you will...plus one to the police for catching the bad guys and getting his gun back.

Back in the 80's, I went to a gun auction in Warrick county where confiiscated guns were auctioned off. I never saw so much gun junk in one place. I only saw two that I even recognized. One was a S&W K-22 that looked as if it had been dragged behind a truck and a Browning 22 auto that sold for more than new list price. All of the others looked so bad that I would have been afraid to fire them. Even allowing for 80's prices, most of the junk sold for around $20-$25 apiece. I couldn't imagine anyting worthwhile happenning with them.
