So, one of Obama's new "laws" is to require BC on private sales. Does it specifically say it needs to be through an FFL? For instance, that little pink slip most of you guys have just screams, "NOT A FELON!"

What is actually considered "law" now?

    Paraphrase of IN law:
"You must not sell to a buyer you know is a felon."

The little pink slip is incredibly easy to forge and only tells that the buyer was legal at the time of issuance (could a lifetime ago). They don't ever physically take it away (I could be wrong, but people make copies...). Plus, I believe the rules for LTCH and rules for long gun ownership are different in some subtle ways.

Furthermore, this all breaks down in other states where CCW/permits are completely different than ownership (OH/NY/CA/VT/NH/etc.).

The only method that is sure is to have and instant check against a database that is actively updated.

Ahh, i see that now! Been a long day, must have mixed up my information :D

Possible. He DID sign several executive orders in regards to checks:

    1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

    2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

    3. Improve incentives for states to share information with the background check system.

    4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

    5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

    6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
