I'm pretty sure they can both arrest for any violation of Indiana Code. As far as day-to-day duties, maybe. Marion County Sheriffs Office is mostly in charge of serving warrants and transporting prisoners, but they can still arrest people.

Marion County Sheriff is likely a metro organization like Louisville? They deal with much more civil law than rural county sheriffs. Rural sheriff may attempt to play ambassador, but doesn't do much else in civil cases.

Civil cases, by definition, don't typically involve law enforcement at all, do they? Wouldn't law enforcement be more likely to be involved in criminal cases?

There are civil ordinances in cities that police enforce, with arrest powers.

IDHS burn bans are one aspect of civil law that sheriffs enforce... there are likely others, but way more simplified vs city police....
