    True, but if your license says "Holder is only authorized to carry the following pistols:" followed by a list of serial numbers, the way NY does it, I would expect that a NY license holder in Indiana would still have to abide by that restriction. In other words, "according to the terms <on the license>", not "according to the terms <of NY State law>".

    Again, debatable.

    What would one be charged with?

    A LE Agency can only charge someone with breaking the law in their jurisdictions, right?

    If a New Yorker came to Indiana and was carrying something other than what their NY license/permit says.... They've broken no laws in Indiana. I then argue that they wouldn't be charged, even though their license says "must carry X-gun with 123ABC S/N" because there's nothing at all in the I.C. that makes another handgun illegal.

    NY law wouldn't apply because they're not in NY.
