My power was out for 3 hours. At the 2-hour mark I drug out the generator and plugged it in to my fridge. As soon as I shut off the generator, the power came back on.

Correct, the festival is put on by the city of hammond (and various other subordinate organizations) and is subject to the preemption law. But I be if you OC'd they'd charge you with creating a disturbance or disorderly conduct or some other crap.
