There is no disrespect for any military person by saying that the leadership was incompetent in the way they went about performing their duties relating to the debacle that we have had in Iraq.
No one (liberal or otherwise) is 'spitting on' returning vets, except maybe the last congress & current administration by denying the benefits & services they need when returning from overseas with the attendant problems war causes.

And based on the next few sentences he says, I would say that the speaker is saying that the presence of our Armed Forces (and although he doesn't mention it, the Armed Forces of other nations as well) has given the people of Iraq hope that they can live without fear of their government.
It's not that our presence there "is not a mistake because American servicepeople died in Iraq"... it's not a mistake because for the first time in their lives, the citizens of Iraq have hope of a future without fear of tyranny and terrorism, freedom to prosper and to raise their children with the hope of a better future.
And he said that all in the first fifteen seconds.
