    For the most part that makes an unregistered Short Barreled Rifle. There are some exceptions, though. The two that come to my mind quickly are the Browning (Inglis) Hi-Power and the Mauser C96 (Broomhandle). Some of them were designed to have a stock attached from the factory and they are both considered more of a collecable than anything and are excepted as far as I know.

    An accessory for sale doesn't mean that using it is legal. Search under the NFA section for more details about manufacturing and registering a short barrel rifle. They can be made legal, but requires paperwork.

    In the case of a Broomhandle, it's only legal with an original stock. A reproduction stock would make it an illegal SBR. It's all clear as mud...

    Yep, it would be a rifle. Picture the carbine conversion kits available for the 1911 and the Glock. Same deal.
