This was asked to see if the ‘blue slip’ process would apply to S. 649, assuming it ever passes the Senate and makes its way over to the House of Representatives."

    you pay the 15-40 ffl fee to the dealer. The money does not go to the government under the status quo. I would not think anything would change which renders the blue slip useless.

    It won't be blocked under the origination clause because this bill DID originate in the House-just as a different bill. They stripped it and renamed it and put their new material into the bill. This is a cheap and dishonest way around the checks and balances, but its been done before and has been upheld as legal.
