Interested in thread found during google search

Hello all. I'm not from IN. I ran across a for-sale thread by a member . I'm unable to contact this member without Being a member. So, here I am. I'm not sure if I'm unable to respond to his thread because of my post count, or because he closed the thread. What is the post minimum for sending private messages? Thanks for your time.
