It's already been discovered. It was discovered by William Herschel in 1781. That planet is called Uranus. It has about 21 moons, which is about the same number of czars we have.

Even if it isn't possible to send all those people who hate America to a new Earth, it would still be nice to put them on a rocket shuttle and just launch them towards the planet. Maybe they get there, maybe they don't. Who cares?
