...if you have a Utah permit you have a permit that required you to take a class to receive that permit. So you can receive the AZ permit with proof of your UT permit.
True story. The UT class is four hours in a classroom, much of which addressed Utah's laws on carry, including carry at K-12 schools, which is pretty useless for us in IN.) I took mine in a meeting room of a Holiday Inn, along with several other INGOers (lovemywoods, esrice, Lars, CWood, and bwframe, just to name a few.) AZ DPS told me that the photocopy of my UT CFP was sufficient proof.
