How does anyone know it has been hacked ?

Now, FBI has offered to use their new hack-tool on "normal" crimes.
(Part of me wonders if some NSA geek offered to help out the FBI for extra credits at the Foggy Bottom cafeteria.)

The article leaves out key details, was a search warrant issued for devices, if so, what is the difference than Law Enforcement using a Locksmith to pick a lock on a safe where a search warrant was issued? Looking and the sky isn't falling.
Anyone think Apple has the skills and ability to slam the door shut?
