    Police May Scrap Entrance Exam: Report | NBC Chicago


    The Chicago Police Department is seriously considering scrapping the police entrance exam, sources tell Fran Spielman.
    Dropping the exam would bolster minority hiring and avert legal battles, according to one source, while others confirm that the exam could be scrapped to open the process to as many people as possible.
    However, the lack of an exam would make Chicago the lone major city without one, and experts contend that the exam is integral to eliminating unqualified applicants.
    The CPD has tried in recent years to boost minority hiring by offering the police exam online and turning to minority clergy to help in the recruitment effort.
    But those efforts have met with frustration. Despite seeing an increase in the number of minority applicants in 2006, the last year the exam was offered, the online component was never launched.
    And as of last year, one in four patrol officers were African-American, but just one in 12 Lieutenants were of color.
    Fraternal Order of Police President Mark Donahue said the plan "sounds ridiculous."
    "With this, you're taking away one of the steps that attempts to legitimize the (hiring) process," he said.
    Asked about plan Wednesday morning, Mayor Daley said he was unaware of any plans to do away with the exam.
    "I never heard anything about that," he said.
    But the city's Department of Human Resources didn't deny it. In a statement, the department said the city is "reviewing all options right now on how to handle the application process."
    The CPD is currently operating at 2,000 officers-a-day short of its authorized strength. Police hired only 46 officers this year, with plans to hire less than 100 next year -- and those hirings rely on federal funds.
    What's more, City Hall has floated the idea of imposing cop furloughs to meet a tight budget.

    I think the standards for any police officer should be incredibly high. And, I think wages should match.

    Police officers carry so much power that it is vital to make sure only the highest qualified candidates are hired. Having 1 in 4 patrol officers be minority, but only 1 in 12 as lieutenants is a sign of a different problem. Lowering the entrance requirements will not fix the problem of a lack of minority representation in the higher ranks -- at least not in a credible way with integrity.

    It's very ironic that testing programs were first implemented in civil service and government jobs and later the SAT was invented for the very purpose of giving the unpriveleged an equal shot. Police departments used to be a very inside game - you had to know someone, preferably family - hence the stereotype of a police department filled with Irish cops all related to each other. The SAT was created because to get into the best colleges you used to have to have had a relative that went there, or a rich donation from your family. The SAT leveled the field and let the unwashed compete.

    Now we seek equality of outcome, which can only lead to true unfairness.

    Most of the troubles of the world come about when reality conflicts with an ideal vision, and the vision is chosen over the reality.

    If I ever have to live in that once great city, it wouldn't be as a cop.

    But that's the only way to not get hassled for owning a firearm.

    This is one of the truly damaging aspects of all this PC crap. We can't be a meritocracy, it just isn't fair. Celebrating excellence might make others feel bad about themselves so we have to penalize the achiever. We start out young. We don't keep score, we give trophies to everyone. We just read in another thread that UC Berkeley may do away with lab science because it just isn't of interest to minority students. So why would we want the hiring of police to have any standards at all. We have to have more minorities. That is all that matters. As long as the evil white folks are taking up spots that by the numbers should belong to minorities, it just isn't fair.

    We need exams for politicians.

    Using their logic, we should eliminate the following requirements:

    Electrician certification
    Air Controller exams
    Teacher certification (That may have already been discontinued.)
    Information Technology certification
    Nursing/EMT/Radiology certification


    Well, you get my drift.....

    Scrap the background check also. That could help them get a more diverse force. That is assuming there is a background check in that place.
