I being new to this site I have read that I have to have some posts before I can list items in the classifieds. Thats fine but what if I see something I want to try to buy ??? How do I contact the owner or am I allowed to ???

Shouldn't be hard to get 50 quality posts, just comment in the politics section.

That being said, you'll get the ability to PM at 15 posts, but most won't sell to you unless you have the 50. GL

Sending a PM to a user to conduct a sale or trade without one of the two options above is frowned upon and against the rules.
